Windows Server 2025 License: What You Need to Buy

Windows Server 2025 License: What You Need to Buy

What do you need to buy for a Windows Server 2025 license?

Windows Server 2025 Standard and Datacenter are licensed per core, so you buy core licenses for every physical core on the server (at least 8 per processor and 16 per server) and then add a Client Access License (CAL) for each user or device that connects. Pick Standard for physical or lightly virtualized servers and Datacenter for heavily virtualized ones.

The three parts of a Windows Server 2025 license

Every Windows Server 2025 purchase comes down to an edition, core licenses and access licenses. Virtual machines, remote access and outside users can add to that list.

What you needWhat Microsoft saysWhat it means for you
Edition (Standard vs Datacenter)Standard is ideal for low-density or non-virtualized environments; Datacenter is ideal for highly virtualized onesChoose the edition that fits how much you virtualize.
Core licensesLicense every physical core, with a minimum of 8 per processor and 16 per serverCount your physical cores, then apply both minimums.
Virtual machinesStandard covers two operating system environments; Datacenter covers unlimitedCount how many environments you plan to run.
Client Access LicensesEach user or device that accesses the server needs a Windows Server CALChoose user CALs or device CALs.
Remote Desktop ServicesRDS access needs an RDS CAL in addition to the Windows Server CALPlan for both CALs if people connect through RDS.
Outside users (External Connector)Outside users need CALs or an External Connector, and each physical server they access needs its own External ConnectorPlan for people outside your organization who connect.
CAL versionA 2025 CAL covers 2025 and earlier versions; a 2022 CAL does not cover 2025Use 2025 CALs for a 2025 server.

CALs don’t include software or services; they only give the right to access the server software.

Standard or Datacenter?

Standard is ideal for servers with low-density virtualization or none at all. Datacenter is ideal for highly virtualized and software-defined datacenter environments. Once every physical core is licensed, Standard gives you two operating system environments, while Datacenter gives you unlimited. Datacenter also adds shielded virtual machines, software-defined networking and software-defined storage. Our Windows Server 2025 Standard vs Datacenter comparison goes deeper. Microsoft’s lifecycle page lists Windows Server 2025 mainstream support ending November 14, 2029 and extended support ending November 15, 2034.

How core licensing works

Count your physical processors and cores, then apply Microsoft’s minimums.

Microsoft’s own table shows how that works out on common setups:

Microsoft’s own worked example is a server with 2 processors and 8 cores each. It needs 16 core licenses, for example one 16-pack or eight 2-packs. With Standard, those 16 licenses cover two operating system environments, physical or virtual. For each additional two environments, the server is licensed again for the same number of cores, which here means another 16 core licenses. Datacenter has unlimited virtualization rights, so it doesn’t need this stacking.

CALs: what they are and how many you need

A CAL is a Client Access License. Each user or device that accesses a licensed server needs a Windows Server CAL, so you need one for each user or one for each device, depending on the type you choose.

Our user CAL vs device CAL guide helps you choose. CALs aren’t needed for access by another licensed server, or for web workloads such as a public website.

If people connect through Remote Desktop Services, they need an RDS CAL in addition to the Windows Server CAL. Our RDS CALs explained guide covers the details.

For outside users, anyone who isn’t an employee, onsite contractor or onsite agent of your business or its affiliates can be covered with CALs or an External Connector. Each physical server they access needs its own External Connector.

Which CAL version do you need?

A Windows Server 2025 CAL covers Windows Server 2025 and earlier versions, including 2022 and 2019, while a 2022 CAL does not cover a 2025 server. If you’re weighing the two releases, our Windows Server 2025 vs 2022 guide compares them.

Frequently asked questions

What is the minimum number of core licenses for Windows Server 2025?

Microsoft sets a minimum of 8 core licenses per physical processor and 16 per server. Every physical core still needs a license, so a single 10-core processor needs 16 core licenses and two 10-core processors need 20.

How are Windows Server 2025 core licenses sold?

Core licenses are sold in 2-packs and 16-packs. Eight 2-packs and one 16-pack provide equivalent use rights, so either one covers a server with 2 processors and 8 cores each.

Do I need CALs with Windows Server 2025?

Yes. Each user or device that accesses a licensed server needs a Windows Server CAL. CALs give the right to access the server software; they don’t include software or services.

What is the difference between a user CAL and a device CAL?

A user CAL lets one user access the server software from any device. A device CAL lets any user access the server software from one licensed device.

Do I need a separate license for Remote Desktop Services?

Yes. Remote Desktop Services needs an RDS CAL in addition to the Windows Server CAL. RDS CALs are licensed per user or per device.

Can I use Windows Server 2022 CALs with Windows Server 2025?

No. A Windows Server 2022 CAL does not cover a Windows Server 2025 server, while a 2025 CAL covers 2025 and earlier versions, including 2022.

How many virtual machines does Standard allow?

Once every physical core is licensed, Standard covers two operating system environments. For each additional two, the server is licensed again for the same number of cores. Datacenter covers unlimited operating system environments.

Can I license Windows Server 2025 by virtual machine?

Yes, but only with subscription licenses or licenses with active Software Assurance. Microsoft sets the minimum at 8 core licenses per virtual machine.
