Choosing Your Licensing Model

SQL Server 2025 Standard can be licensed in two primary ways. Choose the model that best matches how your organization will access and run SQL Server:

Model Server + CAL Per-Core Licensing
Best For Small to mid-sized internal teams. Large user bases or web-facing apps.
How it Works License the server + a CAL for every user/device. License based on the number of CPU cores.
User Limit Finite (Limited by your CAL count). Unlimited users/devices.
Minimums Min. 5 CALs purchase requirement. Min. 4 core licenses per processor/VM.

Pro Tip: If you can’t easily count your users (like a public website) or you are running Enterprise Edition, you must use the Per-Core model.

Standard vs. Enterprise: At a Glance

  • Standard Edition: Best for mid-tier applications and data marts. Supports both licensing models and offers essential high availability.
  • Enterprise Edition: Designed for massive scale and 24/7 mission-critical workloads. Includes unlimited virtualization (with Software Assurance) and advanced “Always On” availability.

How to License SQL Server Standard

Option #1

SERVER + CAL:

License the SQL Server instance and purchase the appropriate CALs for the users or devices that will access it.

  • Each server running SQL Server software requires a server license.
  • Each user and/or device accessing a licensed SQL Server requires a SQL Server CAL that is the same version or newer – for example, to access a SQL Server 2017 Standard Edition server, a user would need a SQL Server 2017, 2019, or 2022 CAL.
  • Each SQL Server CAL allows access to multiple licensed SQL Servers, including Standard Edition and legacy Business Intelligence and Enterprise Edition Servers

Option #2

PER CORE:

License SQL Server according to processor cores rather than individual users or devices, which can be a better fit for larger, virtualized, or external-facing environments.

  • Core based licensing is appropriate when customers are unable to count users/devices, have Internet/Extranet workloads, or have systems that integrate with external facing workloads.
  • To license a physical server—when running SQL Server in a physical OSE—all physical cores on the server must be licensed.
  • A minimum of four core licenses are required for each physical processor on the server.
